Robert Phillips, along with two other artists, received an award to design and build this gazebo on Austin's Town Lake. The Texas Architect Magazine, 1994, celebrated the completion of this structure with this article. The Austin Art in Public Places competition awarded the commission to Robert to build the metal panels for the gazebo. "Ornamental aluminum panels, designed and sculpted by Phillips, are inset into the three facades; their shapes evoke water, clouds, and a mythic dragon." Page 54
